Property Owner Services

The following services are available to owners of pre-1978 residential property in the cities of Alameda, Berkeley, Emeryville, and Oakland:

In-Home Consultation

Most homes built before 1978 have old layers of lead-based paint. It can become a hazard when it peels or is disturbed during renovations. Learn how to look for lead hazards in your home. Schedule a home visit with our skilled staff who will conduct a visual survey of your home and provide you with a lead test sampling kit. Call the information line at 510-567-8280. Back to Top

Lead Safe Home Renovation Classes

Free classes are offered monthly to property owners who are planning home renovations or are concerned about lead hazards in the home.   Knowledgeable program staff provide the basics on how to identify lead hazards and what to do about them.  Participants learn how to control lead dust through containment, safe work practices, and personal protective equipment. Classes offered include a 2 hour "Lead-Safe Painting and Home Remodeling" class for homeowners and a one day Lead-Safe Maintenance Worker class.

Home Lead Test Kit

Find out if there is lead in your home by getting a free kit to test paint, dust, or soil for lead. You will send the samples to a testing laboratory and testing will be performed at no cost to you. The results will be mailed to you and our staff can help you interpret the results. Reduce the risk of lead exposure by calling for an In-Home Consultation either before or after your sampling is completed.

Financial Assistance

Financial assistance for lead hazard repair work is now available!
Currently, financial assistance for lead hazard repair work is available for rental properties with low-income tenants, and on an emergency basis for homes with lead poisoned children. For more information on Lead Hazard Repair Funds Available  (100KB)* or call 510-567-8280.

For others looking for financial assistance, your city housing department may be able to help.

HEPA Vacuum Lending Program

High Efficiency Particulate Air Filter (HEPA) vacuum cleaners are loaned free of charge to property owners for the weekend.  These vacuum cleaners are specially designed to trap fine particles of  hazardous material that might go through an ordinary filter. Please call 510-567-8280 to reserve a HEPA.

"Protect Your Family From Lead In Your Home" Pamphlets

Federal law requires that owners of residential properties built before 1978 disclose all known lead hazards to their tenants and to all potential buyers, and to provide tenants and potential buyers with the EPA/HUD pamphlet titled "Protect Your Family From Lead In Your Home". Copies of the forms and pamphlet are available from the Alameda County Lead Poisoning Prevention Program. A reproducible copy of the pamphlet can also be downloaded from www.epa.gov/lead or www.hud.gov/offices/lead
